The duty to manage asbestos is directed at those who manage non-domestic premises: the people with responsibility for protecting others who work in such premises from the risks to ill health that exposure to asbestos causes.
An important function of Duty Holders is to ensure that anyone, staff or those contracted to carry out works with asbestos or likely to disturb any ACMs (asbestos containing materials), is competent to do so and is properly trained to deal with asbestos. Rob Blackburn from SAFE Training offers these handy asbestos management tips:
- Asbestos management plan - this should prevent ALL unintentional disturbance of asbestos by having clearly defined procedures and well defined individual responsibilities.
- Control access - to the premises, ensure those potentially affected by asbestos cannot start work without considering asbestos as an issue; consider a Permit to Work system if appropriate.
- Asbestos survey - Know where your asbestos is; obtain an appropriate UKAS accredited survey - Management Survey for normal occupancy; Refurbishment/Demolition Survey for works affecting the fabric of the building.
- Reliable information - set out in clear language the information [survey] available and the limitations of its use; maintenance tasks versus disturbance of the fabric of building; does the survey have any caveats? Explain what to do if any caveats exist.
- Personnel - List those people affected by asbestos; office workers; maintenance staff; maintenance type contractors; project type contractors, give a brief description of how their work is affected by asbestos.
- Asbestos training - stipulate the training requirements for each group/person. Remember responsibilities extend to visitors and contractors.
- Dissemination of information - list how to communicate with each group and what information they need.
- Tasks - List approved regular tasks that can be conducted without affecting asbestos. List those tasks that cannot be undertaken without affecting asbestos and state the procedures to follow. Have a procedure for tasks not listed. Have procedures to cover emergencies.
- Log incidents - involving asbestos, maintain a central record for this purpose.
- Review six monthly - inspect asbestos products for damage/location change of use; review incident log; question/audit staff and contractors working within the premises to determine compliance with the management plan and communication procedures. Review and amend as appropriate.
