The Royal Society for the Prevention of Accidents has launched a new health and safety qualification which recognises a person's competence using on-the-job performance for assessment rather than relying on examinations.

The new City and Guilds NVQ Level 5 Diploma in Occupational Health and Safety enables the holder to apply for membership of the Institution of Occupational Safety and Health at graduate level (GradIOSH). It offers an alternative route to Chartered Membership of IOSH status, National Vocational Qualifications (NVQs) recognise a person's competence in a work situation, giving credit for jobs done on a day-to-day basis.

The new work-based qualification is extremely flexible; delegates are able to take up to two years to complete the diploma, but it can be completed in as little as four months. Candidates use an online system to help with the process of putting together their portfolios and are mentored by a CMIOSH assessor throughout.

As the NVQ route is reliant upon the submission of evidence from a delegate's place of work, it is most appropriate for those who already have, or who are in the process of gaining, practical experience as health and safety managers or in equivalent roles managing health and safety at work.

Rob Burgon, RoSPA's workplace safety team leader, said: "Undertaking a qualification such as this is invaluable for organisations which find it difficult to spare the time for essential health and safety training for their managers. Because the diploma is work-based, with a portfolio built from candidates' day-to-day jobs, there is no employee downtime, unlike traditional learning methods.

"When it comes to investing in health and safety, it is not just a case of doing the right thing; it is underpinned by a very strong business case, which becomes even stronger in difficult economic times. Getting the most out of your training budgets is vital - and taking a qualification which involves little downtime is a great way to tighten belts without compromising safety."

To gain the NVQ qualification, which is nationally recognised, a candidate must achieve levels of competence in the relevant units containing the national occupational standards for health and safety.
