Those interested in attending RoSPA's special briefing on the findings of the Löfstedt Review next week are urged to book their places as soon as possible.
"Understanding Löfstedt - A Special Briefing" will take place on Thursday, December 15 at RoSPA's headquarters, in Birmingham. It is designed to analyse the review's proposals for change and dispel any myths.
The seminar will be of interest to all UK businesses, and health and safety professionals in particular, wishing to find out more about the recent Government-commissioned review led by Professor Ragnar Löfstedt of King's College London. Prof Löfstedt was aided by an independent panel and investigated opportunities for "reducing the burden of health and safety legislation on UK businesses while maintaining the progress made in improving health and safety outcomes".
RoSPA welcomes the report's proposals for bringing local authority enforcement under the control of the Health and Safety Executive (HSE) and is also pleased that it identifies the very significant influence that third party "semi-regulators", such as insurers, clients and funders can have on duty holders.
The seminar will be led by Roger Bibbings, occupational safety adviser at the Royal Society for the Prevention of Accidents. Topics up for discussion will include: the future of local authority enforcement; the proposed exemption from health and safety law of the self-employed whose work does not impact on others; and the benefits and burdens of EU legislation. There will also be time to ask Roger any burning questions about the review.
And for those struggling to complete their Christmas shopping, the seminar's central Birmingham location means delegates are just a stone's throw away from the city's Frankfurt Christmas Market and Bullring Shopping Centre.

"What RoSPA finds most positive about Löfstedt is that he has also confirmed the fundamental importance of sticking to a proportionate, risk-based approach to safety and health assurance. Larger businesses which invest in training and in competent advice can not only cope well with this approach but they value the flexibility it provides. Many SMEs however end up 'making a meal of things' or accepting over-the-top advice uncritically. In RoSPA's view this points to the need for such firms to get effective diagnosis and signposting so they can access the information, training and advice they need to manage their health and safety problems effectively. Our seminar is a chance to lift the lid on the review's recommendations for regulatory change and consolidation and I look forward to welcoming delegates on the day."
